About Mr. Turcio

James Turcio  is the Vice President of Construction for The Glendower Group, an instrumentality of the Housing Authority of New Haven.  He joined the company in April of 2023 after nearly 30 years of service for the City of New Haven.

As the Vice President of Construction, Mr. Turcio is responsible for the overall operation and performance of all design and construction phases of The Glendower Group’s development projects.  Mr. Turcio monitors resource utilization to assure cost effective service delivery as well as oversees the development project’s design scope and compliance with the project’s budget.  He oversees a staff of three as well as all the subcontractors on any given project.

Prior to The Glendower Group, Mr. Turcio served in various positions with the City of New Haven’s building department, including eight years as Chief Building Official. In this capacity, he was responsible for overseeing all aspects of building safety and code compliance within the city. He managed the review and approval of construction plans, conducted inspections, and ensured that all building projects met local, state, and federal regulations. His leadership in this role contributed significantly to the safety and structural integrity of numerous residential, commercial, and public buildings throughout New Haven.  He was also the building official in Meriden before moving to Glendower, with over 40 years of experience in the construction industry.
