Diana Smith is a highly qualified Executive Manager offering more than 35 years of experience in Finance, Accounting, Auditing, Information Technology, Procurement/Contracts and Human Resources. She has worked with several real estate organizations, including large Public Housing Authorities and HUD Multi-Family Housing Programs with several tax credit deals and/or tax credit operating projects. Ms. Smith has also managed departments and organizations with up to 50 staff with department or corporate P&L responsibility up to $100M and annual capital project budgets up to $40M.
Recently, Ms. Smith serves as CFO for Housing Authority of the City of New Haven where she directed and coordinated the activities of the 18- person Finance, Procurement, Information Technology and Administration Departments for 1,800 Public Housing units with operating income of $27M/yr, over 3,000 Housing Choice Vouchers for $58M/yr, annual capital allocation of $3M and multiple re-development projects; supervised month-end close and project-based and consolidated financial statement reporting; and prepared Board communications and resolutions.
Ms. Smith has accounting area and internal expertise to provide services for Developer entities and Tax credit projects, providing opportunity for the housing authority to maintain revenue in-house traditionally provided to 3rd party property management companies and to look to revenue generating opportunities from services provided to other affordable housing entities.
Prior to her tenure at New Haven, Ms. Smith served as CFO for the Housing Authority of the City of New Orleans as a consultant. She directed and coordinated the activities of the Finance Department and outside consultants in the financial management of Public Housing, Tax Credit, Market Rate and other units.
Ms. Smith also served as CFO for the Housing Authority of City of El Paso under a consultant contract where she directed and coordinated the activities of the 28-person Finance Department for 7,500 Public Housing, Tax Credit, Market Rate and other units with operating income of $27M/yr, 5,300 Housing Choice vouchers for $28M/yr and an annual capital allocation of $10M.
Ms. Smith received her BBA in Accounting from Baruch College, NYC, and her MBA in Finance from Long Island University – Brooklyn, NY. She is a Certified Public Accountant – NYS and has experience in financial software such as Great Plains, Emphasys Elite, Timberline, ACS and Yardi.
